SUB: CHANGE IN THE DESIGNATION OF TRAFFIC OFFICERS FROM

                                           Sub: Change in the designation of Traffic Officers from "Manager" to "Commissioner"

Many serving IRTS officers have expressed their desire for a change in the designation of Traffic Officers from "Manager" to "Commissioner" to bring the cader in sync with other organised Civil Services. The method of changing designation has also been discussed with differing views.

The process for bringing about change in the designation of  Traffic Officers from "Manager" to "Comissioner" has already been initiated on the below lines.

To put the records straight this is to clarify that the change in designation of a cader is put up to the Board in the form of a 'Memorandum for Board Meeting'. Such a memorandu is to be initiated by the concerned Directorate. It also requires consultation with other Directorates including Legal Directorate and Associate Finance wherever necessary. It is placed before the Board in twelve copies alongwith file. Once this memorandum is deliberated in the periodically held 'Board Meeting' and approved, it is drawn as ' Minutes of the Board Meeting'. The Organisation and Management' Branch of the 'Railway Board Secretariat' then issues 'Officer Order' under the signature of'Joint Secretary, Railway Board'. It was exactly this method whereby changes in designation were effected in Feb.1998 (Traffic), Dec. 2002 (Accounts) and Jan.2003 (Stores) of officers of various caders.

This attampts to clarify and settle all the disputes at rest.
