Occasion of Valediction of IRTS 2014 batch

Dear Friends,

At the outset I would like to congratulate 2014 batch IRTS probationers for successfully completing one and half year training at IRITM. It gave me immense pleasure to be part of the Valedictory function of 2014 batch. I am sure that they are confident and equipped to take up challenging tasks ahead thanks to rigorous training programme they have undergone.I would also like to congratulate all the winners and the participants of various sports and extra-curricular events hosted by IRITM throughout the year.

I find it an appropriate opportunity to emphasize on the expectations of the organisation from fresh pool of officers.Indian Railways are at the dawn of a new era driven by large scale investment, adoption of new technologies, fast paced changes in the market conditions, emerging new opportunities along with stiff competition from roadways and airways.

Over the years, we have witnessed manifold increase in freight and passenger traffic catered by Indian Railways without commensurate enhancement in the capacity of the system.Tepid investment in capacity enhancement has led to oversaturation of most of the important sections of Indian Railways. For years, we have been facing capacity constraints in terms of line capacity, locomotives, rolling stock, manpower, terminal bottlenecks etc. Realizing the need of capacity enhancement, Indian Railways plan to infuse capital to the tune of Rs 8.56 lakh Cr in 2015-19 of which, importantly Rs 2 lakh cr will be used in network decongestion and Rs 1 lakh Cr in station development and logistic parks besides investments in rolling stock, etc. Once these are in place, we would have adequate capacities to substantially reduce journey and transit times and provide faster, reliable and cost effective services. The works for Dedicated Freight Corridors are in full swing. Freight operations on the Indian Railways are set to witness a paradigm shift with the stage-wise completion of its two dedicated freight corridors, the Western Dedicated Freight Corridor (WDFC) and the Eastern Dedicated Freight Corridor (EDFC), over the next four years, beginning 2017-18.  With the two freight corridors in operation, our freight operations will see a fundamental change brought about by reduction in unit cost of transportation, smaller organization and management cost, with higher efficiency and lower energy consumption.

The next 5-7 years are going to witness a major enhancement in the capacity of the system and perhaps we will have adequate capacity to run trains as per the demand from our customers.Withunleashing of this additional capacity, we are going to enter a new era of surplus capacity and the roles of IRTS officers will also undergo a paradigm shift.Further, we are also going to face unprecedented competition from road and air sectors in view of large scale investment taking place in making highways, airports etc.The optimum utilisation of the available capacity of IR system at competitive rates will be the biggest challenge for us in times to come.In this context the role of the IRTS officers has become all the more challenging and to some extent daunting. They neeed to aquire and develop new skills in the fields of marketing, business intelligence, data analytics, supply chain and logistics management to not only be successful but to remain in transportation business in the days to come.I am sure that some of these inputs are already part of the training module. However, like swimming can not be learnt from books, these skills can not be honed without diving into the turbulent
sea of real life. I would urge the passing out batch of the probationers who will soon be entering into the professional life, to be prepared to embrace the challenges in real life and emerge as winners continuously throughout their career.

At the same time, the baton of the training has been handed over to 2015 batch IRTS probationary officers.I would like to advise them to take this period very seriously as this lays their foundation for a fruitful career ahead. I would also request the new batch to develop above skills during the training to be prepared to face the real life challenges.

At the end I would like to congratulate the team of IRITM for successful completion of training of 2014 IRTS batch and best wishes for training of 2015 IRTS batch.

                                                                                                  Mohd. Jamshed
